What is authoritative

Florida Building Commission / DBPR systems, Miami-Dade County Product Control, CAL FIRE / OSFM, California BHGS, HCAI, DSA, and the California Energy Commission remain authoritative for their own programs. This site stores normalized, versioned facts and official links so pages remain usable during an outage, but it never converts a cached observation or an edition inclusion into an official current-status decision.

Publication workflow

1. Discover: accept only allowlisted source IDs or reviewed fixtures.
2. Fetch: require an explicit live flag, conservative per-host rate, bounded responses, redirect and DNS checks, conditional requests, and stop conditions.
3. Parse and normalize: preserve source-native values while adding versioned mappings.
4. Extract documents: inspect MIME and PDF limits in a network-isolated worker; run OCR only for pages without usable text.
5. Validate and diff: detect collisions, conflicts, critical technical changes, and unchanged source hashes.
6. Review: accept, edit, or reject candidates without changing raw input.
7. Publish: atomically replace the public snapshot only with reviewed entities and claims.
8. Index and audit: rebuild search, test quality gates, and exclude thin or conflicted pages from sitemaps.

How broad coverage stays conservative

The August 31, 2026 source audit found operator-facing Florida and Miami-Dade reports but no documented recurring automation or document-republication grant. Those programs therefore use reviewed exports, normalized metadata, official links, and conservative status handling. California coverage uses the complete official 2025 OSFM WUI handbook, July 2026 BHGS insulation workbook, current HCAI OPM and OSP tables, the observed DSA EFV/ESV lists, and the observed CEC Energy Storage System workbook. Their edition, approval, expiration, certification, and snapshot values are preserved as source-native context, not converted into live status. CEC manufacturer descriptions and notes remain link-only. The GOVmotus interface is not reverse engineered or crawled. Raw inputs are not served, and no synthetic public record appears in any catalog.

Freshness and change language

Last checked belongs to a specific source record. Material lastmod belongs to a reviewed content change. A rebuild does not make a record freshly verified, and an outage does not make it expired. Current records use a 120-day indexability threshold; explicitly historical records use 730 days.
